Release notes:

A plugin that allows users to post notifications to the elgg river from external sites using trackbacks.  This plugin is based on the older version by Cash Costello. 

Additional features added in this version:

• Extra language option so posts show as 'External Blog posts' by default.
• Security added so each user has unique unguessable trackback url.
