Thanks Susan!  Combined with the Widgets Plus! plugin this did the trick!  Wonderful.

@shouvik  Yeah, I figured I could do it myself if needs be, but I was looking for an "easy" way. :-)  I.e. a plugin someone else had written.   I just came across the Custom Index Widgets plugin which has a widget for freeform...

So, as a site admin, if I want a chunk of static HTML on my user's dashboard, do I need to manually edit the dashboard php?  (or, sure, create my own plugin)?
