After installing 1.11 (from 1.10) and doing the normal upgrade steps (took about 24 hours to complete) I get the below message:
When trying to access the page I get:
Invalid Admin Section.
I looked through the upgrade docs and compared the .htaccess files but could not find what is missing. Is there a plugin that does the syncing?

Thanks, this file was missing. I think I am missing a bunch of stuff. The page above works, but when trying to do th upgrade I get "The action file for admin/upgrades/upgrade_comments_access was not found."
I must have borked something. I will start again and see where I am losing the files.

Edit: Downloaded the zip and started again and it worked. I had originally used git. PEBCAK :)
